| Transcript | Copy His Ex [Excellency?] Sir Frederick Bruce H Br M [Her Britanic Majesty's?] Plenipotentiary To the U.S. of America Washington City I have been acting as the Attorney of Mr. Wm. Jno. [William John?] C. Allen, James Campbell and Wm. [William?] Campbell (Natives of Ireland and residents of Belfast and Subjects of Queen Victoria) for the purpose of receiving and and transmitting to them Dividends of Bank and other Stock, which fell to them from the decease of a relative in the year 1828. Since the beginning of the late rebellious war, I have found it most judicious to invest these Dividends in Upland Cotton on their account and now hold of Such Cotton Eighty two Bales, owned by them jointly but in different proportions - During that Mr Fullerton was H. B. M. [Her Britannic Majesty's?] acting consul in Savannah, I had sixty eight Bales registered with him as their property - I have added fourteen Bales since. My object now is to endeavour to procure through your influence, authority to Ship this Cotton for the benefit of these parties and no others, without its being subject to the deduction of one fourth of its value, which it appears the U. S. Govt [Government?] intend to make the Confederates pay upon the exportations of this article - So far as I know & believe, these Constituents of mine & fellow subjects of your Excellency, have had no connexion with the late rebellion - nor have I had voluntarily - both my age (78) & my judgement exempted me therefrom - The interest which many of your fellow subjects have in this matter, will I trust, commend it to your early and careful attention & I trust with Success - very Respy [respectfully?] Your Obt [Obedient?] Svt [Servant?] R.
