Mr W.G. Smith

Sir,
A steady N'Easterly [northeasterly?]
wind keepes [keeps?]many ships out of our Port
and leaves us in suspense here Not being
able to name ships for Quebec till a
change takes place. However there is little
fear but vessels will be ready by the
proper time first week in April. Terms
will be high not less than £3- for adults
& half price for children. Please mention
this to Mr [Morant?]at your earliest
convenience, And oblige
Yours very truly
Thos [Thomas] Elliott
