Transcript | Dear Mr. [Kauttschmitt?] I am enclosing the draft of the bill to be presented to Congress for the relief of Doctor A. W. Smyth. Mr. Garland Dupre seemed so half-hearted about it that Mr. Gustave Lemle advised me to ask Gen. Estopinal to present it & [so?] he has taken it up instead of him. If some influence could be brought to bear upon the Louisiana delegation as a body so that they would act in unison & with heartiness about the matter it might perhaps hurry things up - "The Ides of March are drawing near - On the 8th of Febrary 1912 the mortgage is due therefore you can appreciate my anxiety but with your help & faith in God the impossible may be accomplished.
