Transcript | Sir I last summer took the liberty of writing a letter to you from the North respecting the continued Emigrations that prevails from this Kingdom. The present time during the [sitting?] of Parliament is the Season to provide a remedy, The Subject is delicate, and I conceive so great an object is worthy consideration, The loss of Ten thousand or upwards of our Inhabitants yearly is of more consequence and greater value in the zeal of our Exports than the amount of one hundred thousand pounds yearly addition to our exports in Manufactures, from the observations I have made and the consultations I have had with many on this Subject, If you allow me the favour of comunicating [communicating?] my Ideas two or three Clauses I should propose to you as the outline of the Bill for Parliament, I think it posible [possible?] to remedy this great loss to the Kingdom without the appearance to any class of people to take umbrage at the measure, as you are a perfect judge of the magnitude of the idea I shall rest silent until called on by your orders to offer to your consideration the Clauses I should propose as an Effectual (and I humbly conceive) remedy - I by leave again to remind you that the Americans and merchants in this Country are Building and fitting out yearly more [vessels?] for [--?] [Straids?] so repugnant to the Interests of Ireland, I remain Sir with all due Submission & Respect your Most Obedient and Most Humble Servant Rob [Robert?] Stephenson No.22 Paradise Row 4th Feb [February?] 1792.
