"...Every man capable of bearing arms from 16 to 50 is obliged to turn out and learn his exercise, and if necessity requires are to march in four hours warning. There is to be a poll-tax of five shillings per head on all taxables, to buy ammunition, &c. all America will be formed into a militia. I can assure you we are likely to have very troublesome times...." |
